Contractors to Congress: ABC Safety System Demonstrates Cultural Transformation in Construction

ABC’s advocacy work surged throughout June and July with major legislative wins and bold action on federal policy, including efforts joined by Florida lawmakers. A total of 116 members of Congress urged President Trump to rescind the Biden-era PLA mandate, which requires project labor agreements on federal construction projects over $35 million. ABC launched an Action Alert to amplify that message, inviting members—including those from Florida—to sign on.
Another milestone was the passage of the “One Big Beautiful Bill” Act (H.R. 1), a sweeping tax relief package strongly supported by ABC. The law provides permanent small business deductions, estate tax relief, tax-free overtime, and expands 529 accounts for skilled trades education, benefiting both construction businesses and their workers.
Also reintroduced was the Employee Rights Act, designed to protect secret ballots, personal privacy, and the independence of contractors. ABC continues to press Congress to support this pro-worker legislation while defending the merit shop principles that drive our industry’s success.
