TALLAHASSEE, Fla. — The James Madison Institute (JMI) today released its 2026 Florida Amendment Guide, providing Florida voters with a comprehensive, easy-to-understand analysis of the proposed constitutional amendments appearing on the November 3, 2026 ballot.
Florida voters will be asked to consider three amendments, each of which was placed on the ballot by the Florida Legislature. The amendments address a range of significant issues, including Florida’s Budget Stabilization Fund, property tax exemptions for agricultural property, and major changes to the state’s homestead property tax system.
The 2026 Florida Amendment Guide explains how each amendment reached the ballot, what a “yes” or “no” vote would mean, arguments from both supporters and opponents, and an analysis of the constitutional questions surrounding each proposal.
“Constitutional amendments deserve more than a quick glance at the ballot summary,” said Dr. Robert McClure, President and CEO of The James Madison Institute. “When Floridians vote to amend their constitution, they are making decisions that can shape our state for generations. Once adopted, these provisions become part of Florida’s governing document and can be difficult to undo. Our goal with this guide is not to tell Floridians how to vote, but to give them the information they need to understand exactly what they are being asked to decide.”
The guide examines Amendment 1, which would increase the constitutional cap on Florida’s Budget Stabilization Fund and establish additional annual transfer requirements; Amendment 2, which would create a property tax exemption for certain tangible personal property used in agricultural production and agritourism; and Amendment 3, which would make substantial changes to Florida’s homestead exemption and property tax system.
The guide also emphasizes the importance of careful consideration before permanently changing the Florida Constitution. All three proposed amendments require approval from at least 60 percent of Florida voters to take effect.
“Florida’s Constitution is not something that should be amended casually,” McClure said. “Each of these proposals raises important questions about fiscal policy, taxation, property rights, and the role of state and local government. We hope this guide serves as a valuable resource for voters who want to look beyond campaign messaging and ballot language and make an informed decision.”
